On November 4th, Futian District Human Resources Bureau hosted the 2023 Overseas Doctor Futian Trip in Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. 40 invited PHDS from National University of Singapore, University of Chinese Academy of Sciences, Hong Kong Polytechnic University and other top universities, We brought cutting-edge innovation and entrepreneurship projects in advanced fields such as biomedicine, new materials and artificial intelligence to visit and exchange, and two innovation and entrepreneurship projects reached the landing intention on the site. Overseas Doctor Futian Trip is a special talent exchange activity in Futian District, which has been successfully held for three sessions. As one of the series activities of “Talent Day” in Futian District this year, the event set up a platform for dialogue and cooperation between Futian District, enterprise representatives and doctoral talents, demonstrated the strong atmosphere of talent love and high-quality innovation environment in Futian, enhanced the consensus of all parties in the field of scientific and technological innovation, established a contact mechanism, and laid the foundation for long-term promotion of outstanding talents and high-quality projects in Futian.

Heavy policy, increase the code of the river. In August this year, The State Council issued the “Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Shenzhen Park Development Plan”, which clarified that Hetao Cooperation Zone comprehensive “upgrade” national strategic platform. Seizing this important opportunity, Futian District set up the “Hetao theme” for the activity, invited experts from the Hetao Cooperation Zone Administration Bureau to interpret the significance and far-reaching impact of the Development Plan on the spot, and introduced the measures that Hetao Cooperation Zone will adopt to fully integrate with the international scientific research management system and mechanism, build an international innovative talent harbor, and improve all-round scientific research services. To achieve three major positions of “Shenzhen-Hong Kong Science and technology innovation and opening up cooperation pilot zone, international advanced science and technology innovation rules pilot zone, Guangdong-Hong Kong-Macao Greater Bay Area pilot transformation cluster”, and become a “world-class scientific research hub”. The scene also introduced the characteristic scientific and technological innovation support policy system of Hetao Cooperation zone, such as supporting the research and development of cutting-edge key core technologies, up to 50% of the total investment of the project, the amount of up to 50 million yuan; As well as the mechanism exploration to promote scientific and technological innovation, through the “demand side of the question, the scientific and technological community answers” way, the orientation of solving industrial problems, no threshold for the listed enterprises, broad intelligence, to focus on results.

Select examples and show results. The event selected the best from the best, visited the excellent scientific research institutions in Hetao Cooperation Zone, and visually demonstrated the innovative vitality of Hetao Cooperation Zone. The three institutions visited included Jingtai Technology, an intelligent and automation-driven drug research and development technology company; the Biomedical Research and Development Center of the Chinese University of Hong Kong (Shenzhen), one of the outstanding examples of Shenzhen-Hong Kong research cooperation; and the Guangdong-Hong Kong-Macao Greater Bay Area Big Data Research Institute, which is deeply engaged in the technology and application of big data. Among them, the development process of Jingtai Technology in the past 9 years, from more than 10 people to more than 1,000 people, and the financing scale of nearly 800 million US dollars, is a powerful demonstration of the Hetao Cooperation Zone to promote the industrialization of technological achievements.

Creative service, force landing. In the preparatory stage, the event focused on inviting doctoral talents in key fields such as biomedicine, software and information technology services, intelligent terminals, and intelligent robots, and matched the development direction of six key industries in Hetao Cooperation Zone, including medical technology, big data and artificial intelligence, robotics, and microelectronics. We provide doctors with catering, accommodation, transportation and other full-chain services, intimate and warm services to help doctors focus on scientific research exchanges. Shenzhen Venture Capital, Angel Fund, Foton Capital Operation Group and other high-quality venture capital institutions docking on-site, providing one-stop venture capital services for innovative and entrepreneurial projects, and promoting high-quality venture capital and entrepreneurial projects to achieve fast, solid and stable.

The high standard and high positioning of the national platform will undoubtedly inject strong impetus into the high-quality development of the Hetao Cooperation Zone for Futian, Shenzhen and the Guangdong-Hong Kong-Macao Greater Bay Area. 福田区举办2023年海外博士福田行活动

11月4日，福田区人力资源局主办的2023年海外博士福田行活动在河套深港科技创新合作区成功举办，来自新加坡国立大学、中国科学院大学、香港理工大学等顶尖学府的40名受邀博士，携带生物医药、新材料、人工智能等高精尖领域的前沿创新创业项目到访交流，2项创新创业项目现场达成落地意愿。海外博士福田行是福田区的特色人才交流活动，已成功举办三届。作为福田区今年“人才日”系列活动之一，活动为福田区、企业代表、博士人才之间对话合作架设平台，展示了福田浓厚的爱才氛围和优质的创新环境，增进各方在科技创新领域的共识，建立联系机制，为长效促进优秀人才和优质项目落地福田奠定基础。

重磅政策,加码河套。今年8月国务院发布的《河套深港科技创新合作区深圳园区发展规划》，明确河套合作区全面“升格”国家战略平台。福田区紧抓这个重要机遇，为活动设置“河套主题”，邀请河套合作区管理事务署专家现场解读《发展规划》的重大意义和深远影响，介绍河套合作区将通过全面接轨国际科研管理体制机制、构筑国际创新人才港、完善全方位科研服务等举措，实现“深港科技创新开放合作先导区、国际先进科技创新规则试验区、粤港澳大湾区中试转化集聚区”三大定位，建成“世界级科研枢纽”。现场还介绍了河套合作区的特色科技创新支持政策体系，例如支持研发前沿关键核心技术，最高支持项目总投资的50%，金额最高达5000万元；以及为促进科技创新开展的机制探索，通过“需求方出题，科技界答题”的方式，定向解决产业难题，对揭榜企业不设门槛，广纳智力，以成果为重。

精选范例，展示成果。活动优中选优，对接河套合作区优秀科研机构进行参访，直观展示河套合作区的创新活力。参访的3家机构包括智能化、自动化驱动的药物研发科技公司——晶泰科技，深港科研合作优秀范例之一的香港中文大学（深圳）生物医药研发中心，以及深耕大数据领域的技术与应用的粤港澳大湾区大数据研究院。其中晶泰科技创业9年，从10余人到1000余人、融资规模近8亿美元的发展历程更是河套合作区助推技术成果产业化的有力实证。
